Daily duties / responsibilities:
The DHEC ePermitting Project Team is requesting a Business Analyst (BA) from the DHEC Project Management Office to implement the remaining programs into the system. This position requires minimal supervision and must be able to function with a high degree of independence and considerable discretion.
The BA must have the ability to: Serve as liaison between program area (PA) staff and development staff (including vendor and Information Technology staff) to provide technical solutions that meets the program's needs.
Analyze program's operations to understand their strengths and challenges to determine opportunities to automate processes and business functions.
Lead and facilitate meetings for assigned Client to gather configuration artifacts, provide system context, and gain business context.
Understand and work with Client to test and accept data migration requirements.
With assistance from the vendor, lead the effort of developing and categorizing configuration tickets into process tickets in preparation for development and testing.
Lead the development and execution of test activities and plans, continuously providing feedback to PA and development staff.
With development staff agreement, assist with minor configuration (tweaking) based upon discussion and feedback with the PA.
Assist in developing and providing training before, during, and immediately after implementation as needed and appropriate for all internal and external stakeholders.
Analyze and re-engineer individual and cross program area processes and procedures to create gains in efficiency and cost savings.
Serve as a subject matter expert for highly technical content, processes, and procedures within the epermitting system.
Review configuration and process tickets for technical appropriateness.
Assist the project team in receiving and vetting system enhancement requests through the appropriate channels.
Proactively identify risks, issues, and action items as required.
Research business rules, requirements, and models.
Maintain business rules, requirements, and models in a repository.
Other project-related duties.
Business Analyst:
Required skills: 5 years' experience in government IT projects as a business analyst or related duties
5 years' experience eliciting, mining, and documenting business rules, processes
Superb written and oral communications skills, including the ability to write requirements.
Very Strong proficiency in written and verbal communication skills.
Experience and ability to obtain business processes and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.
Knowledge of formal business process documentation.
Understanding of business modeling techniques, including the use of graphical process flow software
Ability to effectively communicate to executive management, line management, project management, and team members.
Ability to understand and conduct complex technical instructions and requests.
Ability to analyze, reduce, and logically organize complex technical data.
Ability to work effectively with users, vendors, and other IT personnel to identify and resolve problems.
Ability to plan, direct, instruct, and review the work of technical personnel.
Ability to communicate and provide status reports and other technical reports in a clear and concise manner.
Skilled at eliciting and translating customer needs into functional and technical requirements.
O365 products and Applications (Word, Excel, PowerPoint, outlook, Teams, SharePoint)
Experience using JIRA and Microsoft Office products.
IIBA certification as a CBAP or CCBA,
Basic understanding of mainframe systems
Required education: Bachelor's degree or higher in computer science, information systems, public health, environmental science, or five years of related experience.
