Mandatory Qualifications:

Level II- Between four (4) and seven (7) years of experience as a Business Analyst

Between four (4) and seven (7) years of policy and client focused requirements analysis experience, performing the duties of a business analyst, including but not limited to: conducting business and/or systems analysis, elicitation, documentation, and validation of requirements.

Between four (4) and seven (7) years of experience working on enterprise level software development projects with an active role in working with a wide range of stakeholders, including but not limited to: Business Stakeholders, Project managers, Technical team, and other Business Analysts.

Desirable Qualifications:

Between four (4) and seven (7) years of experience performing analysis, documentation and validation of business requirements in a software development and modernization environment.

Between four (4) and seven (7) years of business analysis experience with the design of shared services based on policy requirements, particularly in the health and human services domain.

Between four (4) and seven (7) years of creating requirements documentation, including but not limited to: Process Flows, User Stories, and Specifications, while adhering to pre-established templates.

Between four (4) and seven (7) years of experience working independently in conducting the full analysis of a project.

Between four (4) and seven (7) years of experience utilizing requirements management tools similar to Blueprint Storyteller.

Travel/Part-Time/Duties/Responsibilities:

The BA will elicit, analyze, and document requirements for implementation of IES shared services (common services to be leveraged across workstreams, i.e. audit services), tasks include:

Identify and document as-is and to-be IES system requirements using the IES prescribed business requirements methodology, standards, processes, and tools;

Review and cite policy requirements as they pertain to associated IES shared services;

Meet with and present to relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit and share requirements as necessary;

Produce work products that reflect and ensure system planning, design, and delivery are in line with related policies and business needs;

Conduct peer reviews and assist in internal review process;

Understand and adhere to project timelines and priorities.
